What «not read» means
An outlet is switched off when its feed stops working: it closes behind a robot filter, moves to another address, answers with an error, or simply stops updating.
A switched-off outlet stays on the list deliberately. A reader who finds a country quiet on this site should be able to see that the cause may not be silence, but that there is nobody left to speak for it.
